LSHL RULES AND REGULATIONS
Preamble.
The LSHL is a keeper pool. This means your rosters will carry over into the following playoff pool and future regular season pools to come. It is meant for players that are serious about sticking around, and not for those who are easily discouraged.
Section 1. Admission Fees.
1.1 The LSHL admission fee is $25 CDN per year.
1.2 Any existing owner who wants to retain his/her team shall confirm their return with the Board of Governors by April 1st.
1.3 The admission fee for all teams shall be paid by June 1st.
1.4 Payments shall be arranged with the BOG and paid with Paypal. Exceptions must be arranged with the Board of Governors at least two weeks prior to the admission fee deadlines.
1.5 Failure to comply shall result in the team being given to the first member on the waiting list or contracted.
1.6 The owners shall review the admission fee every February.
1.7 No refunds.
1.8 Owners wishing to join the LSHL may PM FlyingDutchman to express interest. They shall be placed on a waiting list, in the order they contacted. Following the April 1st deadline, the owners on the waiting list shall choose the team they will take over.
Section 2. Point Structure
2.1 The point structure will be as follows:
• goals = 1 pt
• shootout goals = 1 pt
• assists = 1 pt
• powerplay goals = 1pt
• powerplay assists = 1 pt
• overtime goals = 1pt
• shorthanded goals = 1 pt
• shorthanded assists = 1 pt
• hat trick = 3 pts
• +/- = 1 pt/-1pt
• game winning goals = 1 pt
• goaltender goals = 10 pts
• goaltender assists = 3 pts
• goaltender wins = 2 pts
• goaltender losses = -2 pts
• goaltender overtime losses = 1 pt
• goaltender shootout losses = 1 pt
• shutouts = 5 pts
• 1 goal against game = 3 pts
• 2 goals against game =2 pts
• 3 goals against game = 1 pt
2.2 The first tiebreaker will be pool points per game. The second tiebreaker will be most goals scored.
Section 3. Awards.
3.1 Before any winnings are awarded, $80.45 CAD will be subtracted from the total pot to cover FanTrax administration fees.
3.2 The LSHL shall award winnings at the end of the NHL regular season as follows:
1st Overall: 37.15%
2nd Overall: 18.57%
3rd Overall: 11.43%
4th Overall: 8.57%
5th Overall: 3.57%
3.3 The LSHL shall award winnings at the end of the NHL playoffs as follows:
Cup Winner: 7.14%
Cup Finalist: 3.57%
Semifinalist: 2.14% (2 awards)
Quarterfinalist: 1.43% (4 awards)
3.4 Awards over $25 shall be paid through Paypal.
3.5 Awards of $25 or less shall be given as admission fee credits for the following LSHL season. If the owner is also a member of the LSHA, the award may also be given as an admission fee credit for that league. In the event a winning owner does not return for the following season, the award shall be paid through Paypal.
3.6 The current award schedule is based on an LSHL with any number of teams. The award schedule shall be revisited by the Board of Governors should the LSHL contract or expand beyond the current year's membership.
Section 4. LSHL Entry Draft.
4.1 The draft will be held at the NHL Arena on the final Sunday of September at 11 AM EST prior to the beginning of the regular season.
4.2 The LSHL Entry Draft order shall be determined by reversing the final rankings of the prior LSHL regular season, with the exception of the top five selections.
4.3 The five lowest teams shall be entered into the lottery for the first five picks of the draft. The lottery shall be weighted accordingly:
• Last place - 45%
• 2nd last place - 25%
• 3rd last place - 15%
• 4th last place - 10%
• 5th last place - 5%
4.4 The LSHL Entry Draft will consist of four rounds. Exceptions may be made for seasons that result in an increase to the LSHL roster size.
4.5 If an owner cannot attend the LSHL Entry Draft they may forward a draft list to another member at the Arena, including LSHL members, who shall draft according to that list.
4.6 Each selection in the draft will last no longer than 5 minutes. If a pick is not made within 5 minutes of the previous pick, the next team will be able to make their selection. At the end of each round, every unused selection shall be awarded a player according to the Autodraft list. The Autodraft list shall be compiled using the previous NHL Entry Draft results.
4.7 At the end of each round, there will be a 2 minute break to announce trades. At the conclusion of the 2 minute break, the 5 minute limit shall begin for the first pick of the next round.
4.8 Trades may be negotiated at any time during the LSHL draft, but they may only be announced and become official following the conclusion of a round. Once the two minute trade announcement break has been completed, the selection order for the following round is set.
4.9 Players are eligible to be drafted, only if they have been drafted or signed by an NHL team.
4.10 In the event that an entire season is lost out due to strike or lockout, the draft shall proceed as outlined above. The draft order will be determined from the last played season, and picks that have been traded will remain traded.
Section 5. Trades.
5.1 Any assets may be traded at anytime during the year, with the exception of prospect roster players during the season per Rule 6A.6. Trades may be between 2 or more teams. Assets are players and draft picks. 2 for 1 trades, 3 for 1 trades, 3 for 2 trades, etc. are all legal.
5.2 Each team has an unlimited number of trades per NHL calendar year. This begins at the conclusion of the playoffs until 11:59 PM EST on NHL Trade deadline day.
5.3 No trades can be made from 11:59 PM EST on the day of the NHL trade deadline, until midnight 12:01 AM EST of the day after the Stanley Cup is won. All trades must be announced and confirmed by all parties before the 11:59 PM EST deadline.
5.4 Players traded during the regular season do not bring their points with them. They will only gain points after they are on your club. Players traded away will not take points from your club, either.
5.5 "Buddy" trades will not be accepted. If anyone believes that a trade is FAR too lopsided, they may lodge a complaint with Damned. If that complaint is seconded, an open poll shall be created to determine the validity of the trade. A vote of three-fourths or greater shall be sufficient to nullify the trade. The complaint must be lodged within 48 hours of the trade.
5.6 A trade shall not be made official until all parties post in the LSHL transaction thread and both rosters in the "LSHL Rosters" thread are edited to reflect the transaction. If there are any discrepancies in the details, the deal shall be considered void.
5.7 All confirmed trades are final.
5.8. All trade offers should be returned within 48 hours, when possible. If the offer requires further thought, PM the person with a brief note: “I’ll think about this for the next ## days and get back to you”.
5.9 No team may trade a draft pick beyond 1 year in the future. However, beginning August 1st of each year the next years picks may be traded.
Section 6. Rosters.
6.1. Rosters may consist of 19 pro team players, 8 farm team players, and 1-3 prospects. The 19 pro players must consist of 12 forwards (any combination of centres or wingers), 6 defenders and 1 goaltender. The farm team players and prospects can consist of any combination of positions.
6.2 Pro team roster plus farm team players shall be 27 players or less at all times during the season. Final rosters must be submitted by 11:59 PM EST two days prior to the first game of the NHL season.
6.3 From 12:01 AM EST the day after the Stanley Cup is record until the submission of the final rosters, no roster limit will apply.
6.4 If a player is added above the 27 man roster limit, a player must be put on waivers to get the number back down to 27. Failure to comply at the time of the transaction, will result in the decision being made for you.
6.5 Pro teams must be full at all times during the season.
6.6 Farm teams may consist of 0 to 8 players.
6.7 In the case that a player switches from forward to defense, or vice versa, the team will have the choice of keeping the player in his previous position or moving him to his new position. This shall be confirmed with Damned at the time of the switch. Once a decision has been made it is final, unless the player changes positions again in the NHL.
Section 6A. Prospect Roster
6A.1 Each team can have a prospect roster that does not count against the 27 man roster limit. Prospect roster size shall be determined as such:
a. The top five teams from the prior LSHL regular season shall be allowed one player on their prospect roster.
b. The remaining eleven playoff teams from the prior LSHL season shall be allowed two players on their prospect roster.
c. The fourteen non-playoff teams from the prior LSHL season shall be allowed three players on their prospect roster.
6A.2 To be eligible for the prospect roster, a player must still possess their rookie status per the NHL as of the roster due date per LSHL Rule 6.2. (This currently means no more than 25 games in a season, 6 or more games in two consecutive years, and younger than 26)
6A.3 Prospect rosters must be submitted at the same time as the standard roster per LSHL Rule 6.2.
6A.4 No player shall be added to a prospect roster after the date specified in LSHL Rule 6.2
6A.5 A player may be removed from the prospect roster and added to the standard roster at any time during the season. However, a roster spot must be open or a player must be waived to make room for the prospect roster player.
a. Once a player has been added to the standard roster, they may not return to the prospect roster that season.
b. This will not count against the team's monthly roster move limits.
6A.6 A player on a prospect roster shall not be traded. To trade a player on the prospect roster, they must first be moved to the active roster per 6A.5.
Section 7. Roster Moves.
7.1 Every team will have one general roster move per month, in which any Farm team player may replace a player on the Pro team.
7.2 Every team will have one Injury replacement roster move per month, in which any Farm team player may replace a player on the Pro team who has been placed on Injured Reserve by his NHL team or is listed as injured on Fantrax, as noted by a red flag icon on his stat line.
7.3 If a healthy roster move (7.1) is made and the player you've demoted goes on the IR later that same calendar month, you may flip the healthy call-up spot for an IR call-up spot, subject to section 7.2.
7.4 Every team will have one goaltender roster move per month, in which any Farm team goaltender may replace a goaltender on the Pro team.
7.5 Players acquired through trade, free agency or waivers may replace any player on the Pro team, if stated at the time of the transaction.
Section 8. Free Agency.
8.1 Every team may sign one free agent per season.
8.2 The free agent signings are available immediately following the LSHL Entry Draft until the LSHL trade deadline.
8.3 No free agent pick up may be under the age of 25.
8.4 A newly-signed player shall not be traded within 2 weeks of being acquired.
Section 9. Waivers.
9.1If a player is placed on waivers by a team over the 27 man roster limit, they will be available for any team to claim and shall clear waivers two days after they are waived.
9.2 Every team has an unlimited number of waiver claims.
9.3 To claim a player, a PM shall be sent to Damned the day before that player clears waivers.
9.4 Should more than one team submit a claim for the same player, the lowest team in the standings shall receive the player. Prior to November 1st, the previous years standings shall be used to determine the lowest ranked team.
9.5 Each waiver claim is a separate transaction, and multiple waiver claims at the same time will not have any impact on each other.
Section 10. Expansion and Contraction.
10.1 Contraction shall occur if there are vacant teams on June 1st.
10.2 The LSHL will not contract below 24 teams. If there are vacant teams below 24 teams on June 1st of any year, the period to find a new owner shall be extended until September 1st. If no owner is found by September 1st the team shall be contracted.
10.3 In the event of contraction, there shall be a dispersal draft conducted as follows:
a. The draft will be conducted in reverse order of the LSHL regular season standings.
b. Every asset currently owned by the contracted team(s) will be available for selection.
c. The draft will consist of one round for each team contracted. Therefore if one team is contracted, the draft will last one round, if two teams are contracted, the draft will last two rounds. Assets from all contracted teams may be selected in any round.
d. If a team does not wish to select an asset, they may pass. All undrafted players will become free agents or enter the LSHL Entry Draft pool. Unselected draft picks will be omitted at the time of the LSHL Entry Draft.
e. The dispersal draft will occur the last weekend of June at the NHL Arena.
10.4 In the event the LSHL contracts below 24 teams, and a new owner is found prior to June 1st of the following season, an expansion draft will be held to return the LSHL to 24 teams.
10.5 An expansion draft shall be conducted as follows:
a. Current owners shall protect all but 12 players on their roster. Each existing team shall not lose more players than the number of expansion teams.
b. The expansion draft will consist of 21 rounds.
c. The expansion draft will occur on the final weekend of July at the NHL Arena.
d. Protected lists shall be submitted by 11:59 PM EST on July 1st.
e. Following the submission of the protected lists there shall be no transactions until the conclusion of the expansion draft.
f. In the event that a protected list is not submitted by midnight of the deadline, the lowest 12 scorers of the prior season will be left unprotected.
10.6 Expansion teams will select after the lottery in the LSHL Entry Draft.
Section 11. LSHL Conferences and Divisions.
11.1 The LSHL will consist of two conferences, with three divisions in each conference.
11.2 The divisions and conferences shall be determined by the geographic location of each team.
11.3 Teams shall always be located in the city in which the owner resides as of July 1st.
11.4 The LSHL Board of Governors shall determine the conferences and divisions in July of each year. If no teams relocate the conferences and divisions will remain the same.
Section 12. LSHL Playoffs.
12.1 The LSHL playoffs will consist of 16 teams. The top three teams in each division at the conclusion of the LSHL regular season will make the playoffs. The next two best teams in each conference at the conclusion of the LSHL regular season will make the playoffs as wild cards.
12.2 The seeding for the LSHL playoffs shall be as follows:
a. The division winners during the regular season will play the two wild card teams, with the higher ranking division winner playing the lower ranking wild card team.
b. The remaining first round games will feature the second and third teams in each division.
c. The first round winner of each series will play the corresponding winner for the other series in their division. After two rounds the remaining teams in each conference shall play each other.
12.3 Each LSHL playoff round will begin with the first game played in the respective round of the NHL playoffs and conclude with the conclusion of that round of the NHL playoffs. The team with the most LSHL points during the round will be the winner.
12.4 The LSHL playoffs shall use the same point structure as the regular season (Section 2.1)
12.5 Points will not accumulate through the playoffs. Each round will consist only of points gained during that round.
12.6 Following the final game of the regular season and prior to the first game of the playoffs every playoff team shall have unlimited roster moves. Once the playoffs begin Section 7 will apply.
Section 13. LSHL Board of Governors.
13.1 The LSHL shall be governed by a Board of Governers. The Board shall consist of Tamby and two members voted in by the member teams of the LSHL.
13.2 On August 1st, a thread shall be created in which owner’s may nominate one other owner for the Board of Governors. No member may nominate themselves. Another member must then second the nomination. The nominated owner must also accept the nomination. This thread shall stay open for one week.
13.3 Following the conclusion of the nomination process, a poll shall be put up including each nominated member. Each owner shall have two votes. The poll will be open, so every vote can be accounted for. The poll shall stay open for one week.
13.4 At the conclusion of the poll, the new Board of Governors shall be announced and shall immediately take over for the previous Board.
13.5 The Board of Governors shall be responsible for discussing possible rule changes and determining what potential changes should be brought to the league. The Board shall outline the proposed change to the LSHL Rules and Regulations, which shall be voted on by the LSHL team owners.
Section 14. Rule Changes.
14.1 All changes to the LSHL Rules and Regulations must be approved by the owners.
14.2 Rule change proposals shall be brought to the league by the Board of Governors.
14.3 If a team owner has a proposed rule change, they may PM the Board of Governors to express the idea. The Board of Governors shall then discuss the idea and determine whether or not to bring the potential change to the league for a vote.
14.4 The league vote shall proceed as follows:
a. A poll shall be started outlining the proposed change. Every poll will be open, so all members can see who voted. Polls will be open for one week or until the requisite votes have been cast.
b. Each initial poll shall consist of three options “Yes”, “No” and “Needs Revision”
i. If “Yes” wins, the rule change shall become official.
ii. If “No” wins, the proposed change fails and shall not be considered unless the next Board of Governors decides to revisit the proposal.
iii. If “Needs Revision” wins or neither “Yes” or “No” win, the Board of Governors shall discuss changes to the proposal and present another poll with the altered rule proposal.
A. The poll for the altered rule proposal shall only have two options, “Yes” and “No”.
c. For a rule change to pass a supermajority vote of a quorum is necessary.
i. A quorum shall consist of two-thirds of the leagues owners.
ii. A supermajority shall consist of three-fifths of the members who have voted.
d. In the event that a quorum is not achieved, three-fourths of the voting members must be in favor of the proposed rule change for it to pass.
e. Any proposal that less than one-half of the league votes on shall fail.

7.4 Every team will have one goaltender roster move per month, in which any Farm team goaltender may replace a goaltender on the Pro team.
7.5 Players acquired through trade, free agency or waivers may replace any player on the Pro team, if stated at the time of the transaction.
Section 8. Free Agency.
8.1 Every team may sign one free agent per season.
8.2 The free agent signings are available immediately following the LSHL Entry Draft until the LSHL trade deadline.
8.3 No free agent pick up may be under the age of 25.
8.4 A newly-signed player shall not be traded within 2 weeks of being acquired.
Section 9. Waivers.
9.1If a player is placed on waivers by a team over the 27 man roster limit, they will be available for any team to claim and shall clear waivers two days after they are waived.
9.2 Every team has an unlimited number of waiver claims.
9.3 To claim a player, a PM shall be sent to Damned the day before that player clears waivers.
9.4 Should more than one team submit a claim for the same player, the lowest team in the standings shall receive the player. Prior to November 1st, the previous years standings shall be used to determine the lowest ranked team.
9.5 Each waiver claim is a separate transaction, and multiple waiver claims at the same time will not have any impact on each other.
Section 10. Expansion and Contraction.
10.1 Contraction shall occur if there are vacant teams on June 1st.
10.2 The LSHL will not contract below 24 teams. If there are vacant teams below 24 teams on June 1st of any year, the period to find a new owner shall be extended until September 1st. If no owner is found by September 1st the team shall be contracted.
10.3 In the event of contraction, there shall be a dispersal draft conducted as follows:
a. The draft will be conducted in reverse order of the LSHL regular season standings.
b. Every asset currently owned by the contracted team(s) will be available for selection.
c. The draft will consist of one round for each team contracted. Therefore if one team is contracted, the draft will last one round, if two teams are contracted, the draft will last two rounds. Assets from all contracted teams may be selected in any round.
d. If a team does not wish to select an asset, they may pass. All undrafted players will become free agents or enter the LSHL Entry Draft pool. Unselected draft picks will be omitted at the time of the LSHL Entry Draft.
e. The dispersal draft will occur the last weekend of June at the NHL Arena.
10.4 In the event the LSHL contracts below 24 teams, and a new owner is found prior to June 1st of the following season, an expansion draft will be held to return the LSHL to 24 teams.
10.5 An expansion draft shall be conducted as follows:
a. Current owners shall protect all but 12 players on their roster. Each existing team shall not lose more players than the number of expansion teams.
b. The expansion draft will consist of 21 rounds.
c. The expansion draft will occur on the final weekend of July at the NHL Arena.
d. Protected lists shall be submitted by 11:59 PM EST on July 1st.
e. Following the submission of the protected lists there shall be no transactions until the conclusion of the expansion draft.
f. In the event that a protected list is not submitted by midnight of the deadline, the lowest 12 scorers of the prior season will be left unprotected.
10.6 Expansion teams will select after the lottery in the LSHL Entry Draft.
Section 11. LSHL Conferences and Divisions.
11.1 The LSHL will consist of two conferences, with three divisions in each conference.
11.2 The divisions and conferences shall be determined by the geographic location of each team.
11.3 Teams shall always be located in the city in which the owner resides as of July 1st.
11.4 The LSHL Board of Governors shall determine the conferences and divisions in July of each year. If no teams relocate the conferences and divisions will remain the same.
Section 12. LSHL Playoffs.
12.1 The LSHL playoffs will consist of 16 teams. The top three teams in each division at the conclusion of the LSHL regular season will make the playoffs. The next two best teams in each conference at the conclusion of the LSHL regular season will make the playoffs as wild cards.
12.2 The seeding for the LSHL playoffs shall be as follows:
a. The division winners during the regular season will play the two wild card teams, with the higher ranking division winner playing the lower ranking wild card team.
b. The remaining first round games will feature the second and third teams in each division.
c. The first round winner of each series will play the corresponding winner for the other series in their division. After two rounds the remaining teams in each conference shall play each other.
12.3 Each LSHL playoff round will begin with the first game played in the respective round of the NHL playoffs and conclude with the conclusion of that round of the NHL playoffs. The team with the most LSHL points during the round will be the winner.
12.4 The LSHL playoffs shall use the same point structure as the regular season (Section 2.1)
12.5 Points will not accumulate through the playoffs. Each round will consist only of points gained during that round.
12.6 Following the final game of the regular season and prior to the first game of the playoffs every playoff team shall have unlimited roster moves. Once the playoffs begin Section 7 will apply.
Section 13. LSHL Board of Governors.
13.1 The LSHL shall be governed by a Board of Governers. The Board shall consist of Tamby and two members voted in by the member teams of the LSHL.
13.2 On August 1st, a thread shall be created in which owner’s may nominate one other owner for the Board of Governors. No member may nominate themselves. Another member must then second the nomination. The nominated owner must also accept the nomination. This thread shall stay open for one week.
13.3 Following the conclusion of the nomination process, a poll shall be put up including each nominated member. Each owner shall have two votes. The poll will be open, so every vote can be accounted for. The poll shall stay open for one week.
13.4 At the conclusion of the poll, the new Board of Governors shall be announced and shall immediately take over for the previous Board.
13.5 The Board of Governors shall be responsible for discussing possible rule changes and determining what potential changes should be brought to the league. The Board shall outline the proposed change to the LSHL Rules and Regulations, which shall be voted on by the LSHL team owners.
Section 14. Rule Changes.
14.1 All changes to the LSHL Rules and Regulations must be approved by the owners.
14.2 Rule change proposals shall be brought to the league by the Board of Governors.
14.3 If a team owner has a proposed rule change, they may PM the Board of Governors to express the idea. The Board of Governors shall then discuss the idea and determine whether or not to bring the potential change to the league for a vote.
14.4 The league vote shall proceed as follows:
a. A poll shall be started outlining the proposed change. Every poll will be open, so all members can see who voted. Polls will be open for one week or until the requisite votes have been cast.
b. Each initial poll shall consist of three options “Yes”, “No” and “Needs Revision”
i. If “Yes” wins, the rule change shall become official.
ii. If “No” wins, the proposed change fails and shall not be considered unless the next Board of Governors decides to revisit the proposal.
iii. If “Needs Revision” wins or neither “Yes” or “No” win, the Board of Governors shall discuss changes to the proposal and present another poll with the altered rule proposal.
A. The poll for the altered rule proposal shall only have two options, “Yes” and “No”.
c. For a rule change to pass a supermajority vote of a quorum is necessary.
i. A quorum shall consist of two-thirds of the leagues owners.
ii. A supermajority shall consist of three-fifths of the members who have voted.
d. In the event that a quorum is not achieved, three-fourths of the voting members must be in favor of the proposed rule change for it to pass.
e. Any proposal that less than one-half of the league votes on shall fail.
